Solution

Yes

It depends on the type of plant which you are taking into the consideration ,some plants need more intensity of light some can perform their function at very low intensity.

The main role of light in photosynthesis is the excitement of chlorophyll pigments ,and if your artificial source of light is capable of doing so ,then yes.

But the main problem with artificial lights are they don't have enough wavelength spectra which are needed for photosynthesis by the most of the plants.
