The Legislative Council can recommend new amendments to both the ordinary bills and also money bills. It is upto the Legislative assembly to accept or reject some or all of the recommendations. Legislative Council cannot amend a Money Bill. It can only make recommendations.

The Legislative Council in the first instance can delay the passage of a bill for 3 months by taking no action on the bill it had received from the Assembly.
