Explanation: e – National Agriculture Market (e-NAM) is a pan-India electronic trading portal which nets the prevailing Agricultural Produce Market Committees (APMC) Mandis for making a united national market for agricultural commodities.

Statement 1 is correct: Small Farmers’ Agribusiness Consortium (SFAC) is the lead promoter of NAM. It is a registered society under the Department of Agriculture, Cooperation & Farmers’ Welfare (DAC&FW).

Statement 2 is correct: In 2018, some attractive features were added to e-NAM like Management information system dashboard, BHIM and other mobile payments, for online payments and transactions between traders and farmers which enhanced features on the mobile app.

Statement 3 is incorrect: Adoption of e-NAM is not mandatory for States. The states can administer agriculture marketing as per their agri-marketing regulations, under which, the State is divided into various market areas and each market area is administered by a separate APMC which will impose its own marketing regulation that include fees. Also,The States can promote e-trading as per their APMC Act and enact suitable provisions under the act by their State Agricultural Marketing Board/APMC. Till now 17 states and 2 Union Territories have integrated with the National Agriculture Market.
