$2 {(\frac{1}{2})}^{2} - 3 {(\frac{1}{2})}^{2} + (\sqrt{3})^{2}$

$= 2 (\frac{1}{4}) - 3 (\frac{1}{4}) + 3$

$= \frac{1}{2} - \frac{3}{4} + 3$

$= \frac{2 - 3 + 12}{4}$
