Consider given equation,

$2 x^{2} + 13 x + 21 = 0$

$2 x^{2} + 7 x + 6 x + 21 = 0$

$2 x (x + 7) + 3 (x + 7) = 0$

$(x + 7) (2 x + 3) = 0$

When, x+7=0

$x = - 7$

When,

$2 x + 3 = 0$

$x = \frac{- 3}{2}$

Hence, this is the answer.
