The correct option is B particle located at E has zero velocity
$${V_p}= -v\dfrac{dy}{dx} = -v \times$$ slope of $$y-x $$ graph

Slope at E is positive hence it will have velocity in negative y direction, while statement says it has velocity in negative x direction. Hence statement is incorrect. 
Slope at E is zero hence it has zero velocity. 
option a is incorrect and b is correct.
