$y = 8$
It is parallel to x-axis because the equation of x-axis is $y = 0$
Hence both equation has equal slope so they are parallel not perpendicular to x- axis
Equation of x-axis is $y = 0$
On comparing as
$y_{1} = m_{1} x y_{2} = m_{2} x$
$m_{1} = 0 m_{2} = 0$
Condition of perpendicularity $m_{1} = \frac{- 1}{m_{2}}$
Hence this statement is false .
