Given 64% of total voters in 2005 is 4000
If total voters count is X
64% * X = 4000
$X=\frac{4000}{64\%}$
No of invalid voter = $\frac{4000\times 36\%}{64\%}$
=2250
Given 4000 is 31 $\frac{11}{19}\%$ of valid voters in 2001
$I.e=\frac{600}{19}\%$= $\frac{6}{19}$
Valid voters in 2001 = $\frac{4000}{1+\frac{6}{19}}$
= $\frac{4000\times 19}{25}$
=3040
Invalid voters of C in 2001 = $\frac{3040\times 24}{76}$
=960
Difference = 2250-960
= 1290
