Let the base is B.
$∴ B B a s e (d i b a s i c) + H_{2} P t C l_{6} \to B H_{2} P t C l_{6} \to P t 39 % b y w t$
If w is the weight of base, then

$\frac{195}{W + 2 + 195 + 6 \times 35.5} \times 100 = 39$

$\frac{195}{w + 410} \times 100 = 39$

$0.39 w + 159.9 = 195$

$0.39 w = 35.1$

$w = \frac{35.1}{0.39} = 90$

$∴$ Mol. wt of base $= w = 90 g$
