The correct option is D 4.5 mg
As density of water = 1 g/mL , using
Density=massvolume
We get mass of water = 1 g/mL×250 mL 
=250 g
Now, Using
ppm=mass of solute (g)mass of solution(g)×10618=mass of solute 250×106
Mass of solute =250×18106 g=4500106 g
=4500106×103 mg = 4.5 mg
