Let the quantity of heat supplied in $$2min=mC(90-80)$$

The quantity of heat supplied in $$4min=2mC(90-80)$$

$$\therefore 2mC(90-80) = mL$$
$$\Rightarrow \dfrac{L}{C}=2(90-80)=20$$
$$\therefore \dfrac{L}{C}=20$$
