Radius $=\frac{35}{4}m$

Radius including the track $=\frac{35}{4}+\frac{7}{2}=\frac{49}{4}m$

Area of the track $=\pi \left(\right(\frac{49}{4}{)}^2-\left(\frac{35}{4}{)}^2\right)=\frac{22}{7}\times \frac{84}{4}\times \frac{14}{4}=231m^2$
