Solution

Process of lawmaking:
  • First reading: The bill is introduced in the house. No discussion on the bill takes place at this stage.
  • Second reading: Every provision in the bill is discussed in detail. These provisions are passed, changed, or rejected.
  • Third reading: The bill is either passed or rejected by the house.
  • Bill in the second house: The bill again passes through all the three stages, that is, first, second, and third reading.
  • President’s assent: After the bill is passed by both the houses, it is sent to the President for approval. They can accept, reject, or return the bill for reconsideration.
