Immigration means they are coming in

So i.e; $+2000$

So $-3000+2000=-1000$

After $1$ year total is $49000$

$6\%$ of $49,000$ = $2940$

$6\%$ of $49,000$ = $1960$

$-2940+1960=-980$

So, $49000-980=48020$
