1.'C' would be a non-metal because it has 7 valence electrons(because it is in the 17th group).So it can 1 electron easily.Metals are electron donors while non metals gain electrons.

2.'A' is more reactive because it is smaller in size(it is in the second period).It can gain electrons easily.

3.Anion will be formed by C because it can gain one electron to form negetive ion.
