Average velocity = Total displacement / Total time
Average speed = Total distance / Total Time

Average Velocity / Average speed = Total displacement / Total distance

Displacement can be equal to distance but it can never be greater than distance.

∴ Ratio is always less than or equal to 1.

So option 4 is correct answer.
