We know that net electric field inside a conductor of any shape is zero under electrostatic conditions (In fact that’s why the electrostatic condition is maintained). So electric field at A would be zero. Electric field at B however will be a finite no. i.e. |E|=KQR2

(as the sphere behaves like a point charge when calculating electric field at an outside point).

The ratio will be zero.
