Let the digit at units place $= a$
Let the digit at tens place $= b$
Then, $a + b = 7$
$b = a - \frac{25 a}{100} = \frac{3 a}{4}$ or $4 b = 3 a$
Now, $a + \frac{3 a}{4} = 7$
