Let the other number be x
Given
$\frac{- 3}{10} + x = \frac{3}{2}$
$x = \frac{3}{2} + \frac{3}{10}$
$x = \frac{15 + 3}{10}$
$x = \frac{18}{10}$
$x = \frac{9}{5}$
