Once the British established and acquired territories, they wanted to establish a landlord system in India that mimicked the English system. Governor-General Cornwallis was very eager to see this through. Lord Cornwallis settled with the revenue farmers and called them landlords or zamindars.
The zamindars were directly administered by the British and were given leeway to carry out whatever administration they liked. This settlement made with the zamindars of Bengal, Bihar, and Orissa came to be known as the Permanent Settlement.
