$c=\frac{y}{6}+2$

At $y=0$, $c=2$ and at $y=3$, $c=2.5$ .Hence the equation of the straight line is given by

$\frac{y-0}{c-2}=\frac{y-3}{c-\frac{5}{2}}$ $\to -3c-2y+6=\frac{-5y}{2}$

$\to 6c-y=12$ $\to c=\frac{y}{6}+2$
