Let axis of rotation be at x distance away from particle a

we know,
Moment of inertia of system
I=Ia+Ib =mr2a+mr2b =6×x2+6×(10x)2

To minimise I
dIdx=0 and d2Idx20

dIdx=12x12(10x)=0
x=5 m
And
d2Idx2=24>0

Moment of inertia of system will be minimum when axis of rotation will be in between a and b mass and at the mid point of the rod.
