When a chief minister of a state plan. to build a school, hospital etc do they have to take approval of this by the prime minister and his government or not and why ?

Dear Student

When Chief Minister of a state plans to build a school or hospital etc do they do not require to take permission from Prime Minister
because education, health, infrastructure etc. are the subjects of state list on which only the State Government can take the decisions
and is not answerable to Centre Governmnet.
