When two bodies are rubbed against each other, equal and opposite charges develop on both the bodies.

When a glass rod is rubbed with a silk cloth, equal and opposite charge is produced, but the net charge is zero which is consistent with the law of conservation of charge.

When many other pairs of objects are rubbed with each other, still the net charge of all the pairs of objects is zero. Thus, it justifies the law of conservation of charge.
