The term transition element is in use because the properties of these metals is intermediate to that of s and p blocks. Currently, the IUPAC definition of a transition element is an element that has an incomplete d subshell either in the neutral atom or its ions. Thus, all the elements of groups 3-12 are d-block elements but not all are transition elements. Particularly, zinc and Cadmium are members of the d block but are not transition elements since they not have any compounds with an incomplete d subshell. However, there is recent evidence in support of Mercury being a transition metal. So options B and C are correct.
