Former Prime Minister Inder Kumar Gujral enunciated a neighbourhood policy that would modify India's image from a regional hegemon to one of an accommodating neighbour acting generously, without expectations of reciprocity. This policy was named the Gujral Doctrine with following five major principles :
1. First, with Nepal, Bangladesh, the Maldives and Sri Lanka, India would not ask for reciprocity, but do all it could in good faith and trust. (Bhutan was excluded from the list because non-reciprocity was embedded in our ties.) This principle constituted a major break from conventional diplomatic thinking.
2. Not allowing one's territory to be used against another country
3. Non-interference in the internal affairs of another
4. Respecting one another's territorial integrity and sovereignty, and
5. Settling disputes peacefully through bilateral negotiations.

पूर्व प्रधान मंत्री इंद्र कुमार गुजराल ने एक ऐसी पड़ोसी-नीति लागू की, जिसमें भारत प्रतिफल की अपेक्षा नही करेगा, जबकि उदारता से काम करने वाले एक पड़ोसी के रूप में अपनी छवि स्थापित करेगा। इस नीति को पांच प्रमुख सिद्धांतों के साथ गुजराल सिद्धांत का नाम दिया गया था:
