A rational number is defined as a number that can be expressed in the form pq where p (numerator) and q (denominator) are integers (q≠0).

We know if p (numerator) and q (denominator) both are positive ++ or negative -- then rational number is positive.

And if only one of them is negative -+ or +- then rational number is negative.

So, -1315 is negative rational number because numerator and denominator have different sign -+.
