A rational number is defined as a number that can be expressed in the form $\frac{\mathrm{p}}{\mathrm{q}}$ where $\mathrm{p}$ (numerator) and $\mathrm{q}$ (denominator) are integers $(\mathrm{q}\ne 0)$.

We know if $\mathrm{p}$ (numerator) and $\mathrm{q}$ (denominator) both are positive $\left(\frac{+}{+}\right)$ or negative $\left(\frac{-}{-}\right)$ then rational number is positive.

And if only one of them is negative $\left(\frac{-}{+}\right)$ or $\left(\frac{+}{-}\right)$ then rational number is negative.

So, $\frac{-13}{15}$ is negative rational number because numerator and denominator have different sign $\left(\frac{-}{+}\right)$.
