Conduction of electricity is possible only when there are ions/charges in the compound which are free to move.
Pure water contains very few ions, so it is a poor conductor of electricity. Sugar molecules when dissolved in water doesn't dissociate to form ions. Thus, sugar solution is a poor conductor of electricity.
