The oxidising power of halogens decreases in the order: F2>Cl2>Br2>I2.
This means that F2 will oxidise all the other halogens and that is is the strongest oxidising agent.
This also means that F, the fluoride ion is formed the most readily, making it the poorest oxidising agent.
