Bonsted acids are species which has tendency to donate proton while Bonsted bases are species which has tendency to accept proton.
HPO24(aq)+H+(aq)H2PO4(aq)HPO24(aq)H+(aq)+PO34(aq)
None of the other electrolytes have H+ to donate.
Hence HPO24(aq) can both accept as well as donate H+. So HPO24 acts both as Bronsted base and Bronsted acid.
