When a person falls on the ground with a concrete or a mud floor, he exerts a force on the ground. According to Newton’s Third law of motion, the ground also exerts an equal but opposite force on the person. The person is likely to get more hurt when he hits on the concrete floor because his impact time will be less, hence the force will be greater.

Impulse = accelerated force x time

In a mud ground, the contact time will be more, hence the force exerted will be less. Hence the impact is less.
