The correct option is B one
LHS $\Rightarrow x^{2} + 3 x + 1$ ...(1)
RHS $\Rightarrow (x - 2)^{2}$
$\Rightarrow x^{2} - 4 x + 4$ ...(2)
$∴ x^{2} + 3 x + 1 = x^{2} - 4 x + 4$
$\Rightarrow 3 x + 1 = - 4 x + 4$
$\Rightarrow 7 x - 3 = 0$
Therefore, it is not a quadratic equation.
