Hz and decibels are different units used to describe different qualities of a waveform. A decibel, named after Alexander Graham Bell, deals with amplitudes. A Hz, named after scientist Heinrich Rudolf Hertz, is a unit describing frequency. The lowest sound audible with a normal (average) hearing is 0 dB which can be said that the intensity value is 1000Hz
