  4. These electrons are not free to move around and share space with other atoms.

Therefore, a substance that is a great insulator will not conduct an electric current under most conditions but there is a sufficiently high potential then an insulator conduct electric current for example in the case of lightning, air is an insulator but still conduct electric current .
