All the integer are rational numbers. Justify the statement

All integers are rational numbers but not all rational numbers are integers. If an example taken 3 is an integer and also rational number. It can be written as p/q form i.e. 3/1

If we take 2/3 it is not an integer but rational number because it is not a positive or negative whole number and integers are not in form of p/q.
