Article 40 of the Indian Constitution brings up one of the Directive Principles of State Policy which lays down that the State shall undertake necessary steps to organise village panchayats. The state shall furnish the village panchayats with some powers and authority as may be necessary to enable them to function as units of self-government. The essential features of Panchayati Raj Institutions must impart certainty, continuity and strength to them. The respective state government must handle the system well and organise the governments at the village level for the betterment of the society and rural areas.
