Dry hydrogen chloride gas does not turn blue litmus to red whereas hydrochloric acid does. Why?

Dry hydrogen chloride does not give hydrogen ions so it does not act as an acid, as a result does not turn blue litmus red. On the contrary, hydrogen chloride acid in water gives H+ ions and turns blue litmus red.
