Numbers from $0$ to $\infty$ are whole numbers. So, in the given condition negative number is not applicable.

Examples:

1. $0\times 1=0$
2. $1\times 1=1$
3. $1\times 2=2$
4. $2\times 5=10$
5. $3\times 3=9$

As no two whole numbers other than $1$ and $1$ gives $1$ as a product.

Hence, the product of two numbers is $1$ only when both the numbers are $1$.
