• These are the resources which have the potential to satisfy or meet the human needs but lack appropriate technology to access and utilize these resources.
• For example water has hydrogen and oxygen. Hydrogen is a source of rich energy, but we do not have the technology or the technical ‘know-how’ to utilize them.

Reserves

• This is a category of resources which is a subset of Stock.
• Here the use of these resources have not been started although there is the technical ‘know-how’ to use those resources.
