Since there is border on all sides of the margin $= 1 c m$
Therefore, length $= 40 + 1 + 1 = 42 c m$ and breadth $= 28 + 1 + 1 = 30 c m$
So, the area of the whole panel and cover by the picture $= L e n g t h \times B r e a d t h$
$= 42 \times 30 = 1260 c m^{2}$
Hence, the area of the whole panel and cover by the picture is $1260 c m^{2}$
