Poor conductors are those, which do not allow electricity to flow through them easily, but under certain conditions we can make current flow through them. Under normal conditions they don’t allow current to flow through them easily, that’s why they are referred as poor conductors.

For example during lightening current flows through air which is a poor conductor of electricity.
