  1. According to Rayleigh scattering, amount of scattering is inversely proportional to the wavelength.
  2. The wavelength of red color is very long resulting in less scattering of light.
  3. Which makes the red light visible from longer distance.

Hence, red light is used to stop vehicles because of its visibility from longer distances.
