No, El Nino weakens or altogether stops upwelling. This is due to the trade winds being weak to create an environment necessary for the functioning of the upwelling process.
During normal conditions, upwelling brings water from the depths to the surface; this water is cold and nutrient rich. The lack of upwelling during El Nino causes nutrients in water to drop which in turn hampers the development of marine life.
