How does upwelling affect climate?

In certain places, upwelling can affect the climate. For example, upwelling can cause air temperatures to drop which can result in dense fog.

Basically, upwelling in the tropics, along the eastern boundary currents and in the eastern equatorial high productivity regions, cools the tropics.
