What are the basic tenets of parliamentary democracy?

The basic tenets of the system of parliamentary democracy are as follows:

  1. Parliament of elected representative candidates.
  2. A system of parties, which is a necessary part of any system of representation.
  3. A cabinet that guides the parliament, and yet at the same time is itself guided by the parliament.
  4. The idea of representation.

The great merit of the parliamentary system is that it provides a constant training ground for the statesmen, with an arena of peaceful competition in which they can test and measure their powers before a watching and judging world.
