The provisions of the Panchayats (Extension to the Scheduled Areas) Act (PESA) came into existence in 1996 and was enacted primarily to protect the rights of the tribal population living in Fifth Scheduled areas as mentioned in the Indian Constitution. The PESA ensures elected leadership for tribals through the provision of reservation.
