Introduction:
- The Department of Telecommunications (DoT) announces a call for proposals titled “Quantum Standardization and Testing Labs.”
- Submissions are invited from Indian academic or R&D institutions, either individually or in partnership.
- Objective: Accelerate R&D in quantum technologies, ensuring interoperability, reliability, and security of quantum communication systems.
Objectives of the Proposed Labs:
- Quantum Standardization:

- Establish benchmarks and protocols for integrating quantum communication elements (e.g., quantum key distribution, quantum state analyzers, optical fibers).
- Ensure seamless integration into existing and future communication networks.

- Testing Facilities:

- Develop reliable testing facilities to validate quantum concepts, processes, devices, and applications.
- Verify performance under different conditions and certify compliance with national and international standards.
Enhancing Everyday Life with Quantum Technologies:
- Aligns with the Prime Minister’s vision for ‘Jai Anushandhan’ to support R&D in telecom products and technologies.
- Aims to improve everyday communication, data security, and the overall digital experience for Indian citizens.
- Labs will be accessible to industry, startups, and local telecom stakeholders at a nominal fee, fostering indigenous quantum technology solutions.
Proposed Technologies for Testing:
- Single Photon and Entangled Photon Sources.
- Single Photon Detectors, including superconducting nanowire single photon detectors (SPDs) and avalanche photodiodes.
- Quantum Memories and Repeaters.
- Quantum Communication Modules (QKD, quantum teleportation, free-space quantum communications).
- Trusted and Untrusted Nodes.
- Other relevant items in the Quantum Communication Domain.
