Is CPCB a statutory body?

The Central Pollution Control Board is a statutory body that falls under the control of the Ministry of Environment, Forest and Climate Change.

Established under the Water (Prevention and Control of pollution) Act, 1974, the board conducts environmental assessments and research. It is responsible for maintaining national standards under a variety of environmental laws.
