What are multilateral instruments?

Multilateral instruments are one of the elements in the Base Erosion and Profit Shifting (BEPS) project of the Organisation for Economic Cooperation and Development (OECD). It is a standard template which was designed to help in the implementation of measures to avoid abuse of tax treaties.
