What is the importance of heat budget?

A heat budget is a perfect balance between incoming heat absorbed by the earth and outgoing heat escaping it in the form of radiation. Heat budget is important because it explains, why the earth neither warms up nor cools down despite the huge transfer of heat that takes place.
